Amusement Rides Permit
The Amusement Rides Safety Act (Chapter 6A) defines an amusement ride as any mechanised or power-driven device that carries patrons on a fixed or restricted course, or within a defined area, designed for the primary purpose of giving them amusement, thrills, or excitment, and is available for use by members of the public. This definition will not cover devices that are meant primarily for transport purposes, such as monorails, trams, sky trains and amphibious vehicles.

Overseas insurers may apply for authorisation to carry on life and/or general reinsurance business in Singapore.

Application for Bank Representative Office
Bank representative offices are registered under section 13A of the Banking Act (Cap. 19). A bank representative office may carry out liaison work, market research or feasibility studies, but is not allowed to transact any business in Singapore. The registration of a bank representative office does not imply that the applicant will qualify for a banking licence in future.

Insurance brokers are registered under section 35X of the Insurance Act (Cap. 142). A person who wishes to conduct insurance broking activities may be registered as a direct insurance broker, general reinsurance broker or life reinsurance broker. Insurance brokers act on behalf of clients and assist clients to arrange insurance contracts relating to general insurance business, general reinsurance business or life reinsurance business.

Application for Insurance Representative Office
Direct insurers and reinsurers need to apply for approval if they wish to set up a representative office in Singapore. Representative offices are not allowed to carry on or solicit insurance business in Singapore and can only carry on activities approved by MAS.

Application for Merchant Bank
Financial institutions (FIs) wishing to conduct banking business in Singapore must meet MAS’ admission criteria and receive written authorisation from MAS to set up a wholesale bank or merchant bank in Singapore.

Capital Markets Services Licence

Currently, these services include advising others on investment products, advising others by issuing research reports concerning investment products, marketing of collective investment schemes and arranging life policies.

Insurer Licence
Insurers in Singapore comprise licensed insurers, authorised reinsurers, approved marine, aviation and transit (MAT) insurers and foreign insurers. Insurance brokers in Singapore comprise registered insurance brokers, approved MAT insurance brokers and approved reinsurance brokers.

Major Payment Institution Licence
Major payment institutions are licensed and regulated under the Payment Services Act (“PS Act”) to provide payment services without being subject to the specified thresholds.

Money-Changer’s Licence

Trust Business Licence
Licensed Trust Companies are licensed under section 3 of the Trust Companies Act (Cap. 336) to carry out trust business specified in the First Schedule to the Trust Companies Act. Trust business refers to: a. the provision of services with respect to the creation of an express trust; b. acting as trustee in relation to an express trust; c. arranging for any person to act as trustee in respect of an express trust; d. the provision of trust administration services in relation to an express trust.

Application for Permit to conduct Fund-Raising Appeal for Foreign Charitable Purposes (For Business Users)
Any person who wishes to conduct any fund-raising appeal for foreign charitable purposes, must apply for a permit from the Office of the Commissioner of Charities.

A Comprehensive licence allows you to place all types of workers without a salary cap. If you are only placing workers earning more than S$4,500 per month, you can apply for a Select licence. Please note that if you intend to apply for a Select Licence, you cannot register 78103(Maid Agencies) as one of your business activities.

Factory Notification and Registration (For Business Users)
The Occupier (e.g. factory owner) of premises defined as factories is required to either notify or register their premises with MOM before operations, to facilitate the management of workplace risk and the implementation of Safety and Health Management Systems. If the factory falls under the definition of a Major Hazard Installation (MHI), the Occupier is required to register the premises as an MHI with MOM, at least 6 months before operations.

Foreign Employee Dormitories Act Licence (For Business Users)

CITES Permit
The CITES Permit allows importers, exporters and re-exporters to get National Parks Board approval for CITES specimens intended for import, export and re-export. This permit is required for both commercial consignments and personal effects.

Non-CITES Certificate
The Non-CITES Certificate allows commercial re-exporters to get National Parks Board approval for commercial re-export of non-CITES wildlife such as non-CITES ostrich skins and its manufactured products and non-CITES rep.

Phytosanitary Certification
Phytosanitary Certificates (PCs) are issued by the National Parks Board (NParks) of Singapore. They certify that plants and plant products exported from Singapore are free from injurious pests and diseases and meet the import requirements of the importing countries/regions.

Pre-signed CITES Permit
A pre-signed CITES permit is issued for tourist manufactured products made from CITES reptilian/non-reptilian species, like handbags, wallets/purses, belts, key holder/chains etc. A retailer of such products may apply for pre-signed CITES permits.

Pre-signed non-CITES Certificate
The Pre-signed non-CITES Certificate allows exporters and re-exporters to get National Parks Board approval for exporting and re-exporting tourist manufactured products made from non-CITES wildlife such as non-CITES ostrich skins and its manufactured products etc.

Usage of Premises in Parks
To use any premises in the parks for an event, you need approval from NParks.

Licence to Supply Professional Engineering Services
The Professional Engineers Act provides for professional engineers to team up with allied professionals to form multi-discipline corporations and partnerships to supply professional engineering services in Singapore. The details on multi-discipline and corporate practices are contained in Part VI of the Professional Engineers Act, and Part IV of the Professional Engineers Rules.

Application for Temporary Fire Permit / Fire Safety Certificate
A building owner may apply and obtain a Temporary Fire Permit (TFP) for a limited period to occupy or use the premises, prior to obtaining the FSC. The TFP is only issued on condition that the fire safety works of the project has been satisfactorily completed with very minor outstanding issues left to be complied with. The timeframe to obtain the FSC after issuance of the TFP will depend on the size, type and complexity of the project. Normally, a maximum of 6 months will be granted.

Fire Certificate (For Business Users)
Under the Fire Safety Act Section 35, the owner or occupier of any public buildings such as offices, hospitals, shopping complexes, industrial buildings and private residential buildings that fall within the criteria is required to apply and obtain a Fire Certificate.

For First Application and Renewal of Fire Certificate shall be made via the new application platform.

Lodgement of Minor Addition / Alteration Works (Minor A&A)
Minor Addition / Alteration to fire safety works refers to the erection or delection of internal partitions (including alteration to fire protection system). The erection of internal partitions should only involve materials of lightweight non-combustible construction and must not affect the fire compartmentation and means of escape provisions, or pose additional fire hazard to the building.

Petroleum & Flammable Material Import Licence (For Business Users)
Any person who wishes to import petroleum or flammable materials is required to obtain an import license from SCDF.

Petroleum & Flammable Material Pipeline Licence
The Fire Safety Act (FSA) regulates the conveyance of Petroleum and Flammable Materials (P&FM) in pipelines. Anyone who intends to convey P&FM in pipeline running outside premises boundaries is required to obtain a licence from SCDF.

Petroleum / Flammable Materials Storage Licence (For Business Users)
The Fire Safety Act (FSA) regulates the storage of petroleum and flammable materials. A licence is required for storage of highly flammable petroleum and flammable materials products with a flash point below 93 degree celsius.

Petroleum / Flammable Materials Transportation Licence
The Fire Safety Act (FSA) regulates the transportation of petroleum and flammable materials. The petroleum and flammable materials transportation licence is to ensure that the transportation is carried out in a safe manner and that proper fire safety measures / procedures are undertaken by the licensee to ensure safety environment.

Plan Approval for Fire Safety Works
Any person who wishes to commence or carry out any proposed fire safety works in any building shall apply in accordance with the Regulations made under the Fire Safety Act to the Fire Safety and Shelter Department (FSSD) for approval of the plans of the fire safety works. Such plans shall be prepared and submitted by Qualified Persons (QPs) who are registered architects or professional engineers.

Submission Requirements to SCDF for Rooftop Solar PV Installation
Your Qualified Person has to apply to SCDF for fire safety approval through CORENET. SCDF’s approval has to be sought for either: a. Plan approval; or b. Minor addition and alteration (MAA) works.

Temporary Change of Use Permit
Under Fire Safety Action Section 30, a Temporary Change of Use approval is required to erect necessary structures for exhibitions, promotions, trade fairs, carnivals or stage shows.

Export Health Certificate (For Business Users)
The Export Health Certificate is issued to traders, to certify a food consignment as fit for human consumption, and meeting safety standards or other required criteria to facilitate the export of this food consignment. The Free Sale Certificate for Animal Feed may be issued by either Animal & Veterinary Service, a cluster of National Parks Board or Singapore Food Agency. This certificate allows exporters to get endorsement for this animal feed products intended for export.

Free Sale Certificate (Food) (For Business Users)
The Free Sale Certificate (Food) allows exporters to get Singapore Food Agency endorsement for their

• Meat and Fish products intended for export.
• Locally processed meat and fish products intended for export
• Processed food products intended for export

Health Certificate for Export of Live Foodfish for Breeding
The Health Certificate for Export of Live Foodfish is issued by Singapore Food Agency that allows exporters to export live food fish for farming.

The Licence to Manufacture and Process of Animal Feed may be issued by either Animal & Veterinary Service, a cluster of National Parks Board or Singapore Food Agency. This licence is issued for the manufacture and processing of animal feed in Singapore including pet treats like dog biscuits, pastries or confectionary items for sale at retail outlets.
     
               Licence to Operate a Coldstore (For Business Users)
In Singapore, all cold stores for meat & seafood products must be licensed by the Singapore Food Agency before they are permitted to carry out any storage for wholesale distribution.

Licence to Operate a Food Processing Establishment (For Business Users)
In Singapore, all food processing establishments must be licensed by Singapore Food Agency before they are permitted to carry out any food processing for wholesale distribution.

SLA rents out vacant State lands and buildings through Temporary Occupation Licences (TOLs) and Tenancy Agreements (TAs). TOLs are generally for a short fixed term or can be on a monthly or yearly renewable basis. TAs are for fixed terms, up to a maximum of three years per term.

Approval for a Blasting Operation (For Business Users)
To conduct blasting operation using explosives, you will need to be licensed under the Arms and Explosives Act.

You will need to obtain the approval from the Licensing Officer before commencing the blasting operation.

Approval to conduct a Fireworks Display (For Business Users)
To execute a fireworks display, you will need to be licensed under the Arms and Explosives Act and also be exempt under the Dangerous Fireworks Act (DFA).

For each fireworks display event, you will need to submit a notification to the Authorised Officer under the DFA.

Class 5 - Temporary Liquor Licence
Under the Liquor Control (Supply and Consumption) Act 2015, any supply of liquor in Singapore will require a liquor licence issued by the Licensing Officer. “Liquor” is defined as a beverage and or substance, containing more than 0.5% ethanol by mass or volume.

House to House and Street Collections Licence (For Business Users)
A House to House and Street Collections licence (HHSC) is required if one promotes a collection by way of appealing to the public, made by means of visits from house to house or of soliciting in streets or other places or by both such means, for money or other property.

Liquor Consumption Permit (For Individual Users)
Consumption of liquor in all public places is restricted daily from 10.30 pm to 7.00 am. In addition, Little India and Geylang are designated as Liquor Control Zones where there will be additional restrictions on consumption of liquor in public from: (a) 7.00 am on Saturday to 7.00 am on Monday (b) 7.00 pm on eve of a Public Holiday to 7.00 am on the day after a Public Holiday

Liquor Licence - Extension of Operating Hours
An extension hours liquor licence always rides on a valid liquor licence or temporary liquor licence. It cannot be valid by itself, without an accompanying liquor licence or temporary liquor licence. The extension hours period applied for can only be within the validity period of the liquor licence. An applicant may apply for both a new liquor/temporary liquor licence, and extension hours liquor licence at the same time.

Massage is defined as the act of rubbing, kneading, or manipulating the human body or any part of it, by any person (whether or not using any hand-held equipment), for the purpose of relaxing muscle tension, stimulating circulation, increasing suppleness or otherwise.

Massage Establishment Licence- Employee Registration (For Business Users)
Under the Massage Establishments (ME) Act, the licensee of a licensed ME(Cat I, Cat II and Provisional Cat I) is required to seek the prior approval of the Licensing Officer before the employee is allowed to work in the Massage Establishment.

Notice of Intention to Organise an Event
As stipulated in the Public Order Act 2017, event organisers are required to submit to the Police a Notice of Intention to Organise an Event if they expect the number of people participating in or attending the event to exceed the following crowd size at any time during the event:

Public events: 5,000 people Private events: 10,000 people

Please note that the notice must be submitted no less than 28 days before the event. Upon receiving the Notice, the Police will assess the information provided and inform the event organiser whether the event is declared to be a Special Event and work with the event organiser to implement appropriate security measures for the event. Should the application not be submitted within 28 days, it may not be processed in time and event cannot proceed.

Public Entertainment Licence - Notification to Police of Exempted Public Entertainments or Arts Entertainment
Licence is not required for the listed public entertainments or arts entertainment activities provided that the organiser adheres to the exemption conditions. Otherwise, organiser is to apply for the appropriate public entertainment or arts entertainment licence.

    Registration for In-House Employer (RIHE)
An “In-house Employer” means any individual authorised by his/her company in employing a licensed security officer to perform the job functions of a security officer at their own premises.

For the application of Road Closure Permit, Event Organisers can request for a road and/or lane closure to conduct an event on the road. All requests for road closure will be assessed on a case-by-case basis.

Secondhand Goods and Dealers Licence (For Business Users)
Dealers who deal in the secondhand goods listed in the Schedule are required to register with Police before commencing operations. The registration will be based on the location where the dealing in secondhand goods takes place. If the business operations comprise several branches or Uniform Resource Locator (URLs for Internet dealing) or different points of dealing in secondhand goods (for itinerant businesses), each branch, URL or point of dealing will require a separate registration.

Security Agency Licence (For Business Users)
Companies are required to have Security Agency (SA) Licence if they are providing security officers to their clients as defined in Section 13 of the Private Security Industry Act Cap 250A. Only Companies with Security Agency (SA) licence can accept assignments from clients.
