Animal & Veterinary Service (AVS)

Certificate of Freedom From Disease Within Singapore
A Certificate of Freedom from Disease within Singapore from Animal & Veterinary Service will be required if the country/region to which you intend to export animal/bird products requires certification that Singapore is free from specific animal disease(s) of concern, to facilitate the export.

Free Sale Certificate (Vaccine) (For Business Users)
The Free Sale Certificate for Vaccine allows exporters to get Animal & Veterinary Service endorsement for their vaccine intended for export.

Health Certificate for Export of Ornamental Fish
The Licence to Import or Export Ornamental Fish is issued by Animal & Veterinary Service to traders who wishes to import, export or transship ornamental fish.

Licence for Animal Exhibition
The Licence for Animal Exhibition is issued by Animal & Veterinary Service to use a premise for animal display, exhibition, performance or distribution.

Licence for Animal Research Facility (For Business Users)
Research facilities that intends to use animals for scientific purposes to apply for and obtain a licence from AVS before commencement of work on animals.

Licence for Pet Shop (For Business Users)
The Licence for Pet Shop is issued by Animal & Veterinary Service to use a premise to keep or display pets for sale

Licence for Veterinary Centre (For Business Users)
A veterinary centre licence from AVS is required to operate and maintain a premise as a veterinary clinic or hospital.

Licence to Import or Export Ornamental Fish (For Business Users)
The Licence to Import or Export Ornamental Fish is issued by Animal & Veterinary Service to traders who wishes to import, export or transship ornamental fish.

Licence to Import/Export/Transship Animals, Birds, Eggs and Biologics
The Licence to Import/Export/Transship Animals, Birds, Eggs and Biologics may be issued by either Animal & Veterinary Service, a cluster of National Parks Board or Singapore Food Agency. This licence is required if you intend to import/export/tranship animals, birds or their products into/out from Singapore. In the case of veterinary biologics, a licence is required for their import/transshipment. Export of veterinary biologics does not require a licence.

Licence to Possess Veterinary Biologics (For Business Users)
The Licence to Possess Veterinary Biologics is issued for possession and import of veterinary biologics intended for use in the diagnosis, treatment, or prevention of disease of animals and birds, or for purposes of research in animals or birds (veterinary vaccines and pathogens are on AVS's select list, you must first obtain a Licence to Possess Veterinary Biologics). In the case of AVS regulated biologics for other purposes, a written consent may apply.

Licence to Treat Animals and Birds (For Individual Users)
A veterinary licence from AVS is required to practise veterinary medicine in Singapore.

American Veterinary Medical Association (AVMA) or the Australasian Veterinary Boards Council (AVBC) accredited universities are generally acceptable for licensing in Singapore as well as RCVS-accredited veterinary schools in the UK. Veterinary Certificate
The Veterinary Certificate may be issued by either Animal & Veterinary Service, a cluster of National Parks Board or Singapore Food Agency. This certificate allows exporters to get endorsement for certification of health and/or testing of the animals for diseases required by the destination country/region.

Building and Construction Authority (BCA)

Advertising Sign/ Signboard Licence
To display any outdoor signs such as an advertisement or directional sign, signboard billboard, balloon signs or banner, you need to apply for a licence from BCA.

Amusement Rides Permit
The Amusement Rides Safety Act (Chapter 6A) defines an amusement ride as any mechanised or power-driven device that carries patrons on a fixed or restricted course, or within a defined area, designed for the primary purpose of giving them amusement, thrills, or excitment, and is available for use by members of the public. This definition will not cover devices that are meant primarily for transport purposes, such as monorails, trams, sky trains and amphibious vehicles.

Permit to Erect Temporary Building
A person/owner who intends to erect any temporary/makeshift structure is required to apply for a Temporary Building Permit. The application must reach BCA 3 weeks before the construction of the temporary building.

Structural and Building Plans Requirements for Rooftop Solar PV Installation
Your Qualified Person (QP) has to apply for approval of structural and building plans to BCA through CORENET if the proposed works involve any of the following: (a) structural strengthening*; (b) any plinth, platform or other base erected for the purpose of supporting the solar panels that exceed a height of 2.5m; (c) the solar panels also function as a roof shelter, covering an area that exceeds 10 square metres; or (d) any other new building works, as defined under the Building Control Act.

Board of Architects (BOA)

Licence to Supply Architectural Services
For providing architectural services that require submission of plans and certificates to authorities regulating buildings.

Civil Aviation Authority of Singapore (CAAS)

Air Operator Certificate
Any organisation whose principal place of business is in Singapore and which intends to operate aircraft for the purpose of public transport shall hold an Air Operator Certificate (AOC).

Air Traffic Controller Licence
All qualified ATCOs shall be in possession of a valid air traffic controller licence before they can provide any air traffic service. A person shall not provide an air traffic control service unless he holds an air traffic control licence with a valid rating and a current medical certificate.

Aircraft Maintenance Engineer
An Aircraft Maintenance Engineer (AME) is a certified professional who is licensed by CAAS and authorised by a CAAS-approved Maintenance Organisation (AMO) to carry out inspection, repair, testing and/or maintenance work on aircraft and aircraft components.

Aircraft Maintenance Organisation (For Business Users)
Any Maintenance, Repair and Overhaul (MRO) company which intends to provide its services to an owner and/or operator of a Singapore registered aircraft will need to hold the Singapore Airworthiness Requirements Part 145 (SAR-145) - Maintenance Organisation Approval.

Clearance for Aerial Photography/Videography
To conduct any aerial photography / videography flights, a clearance from CAAS is required. In addition, the applicant / operator shall undertake to ensure that the aerial photography flight is conducted in compliance with all legislative and operational requirements and any safety conditions as stated by the Civil Aviation Authority of Singapore (CAAS).

Clearance for Erection of Cranes and Tall Construction Machinery
Development of buildings, use of tall construction machineries such as cranes can potentially affect safety of air navigation either due to the close proximity between the structure and an overflying aircraft, or the structure may cause an obstruction along the flight path. As such, prior clearance needs to be sought from CAAS before interests parties carry out the erection of cranes and tall construction machineries.

Clearance for Ship Crossing
The conduct of ship crossing can potentially affect safety of air navigation either due to the close proximity between the vessel and an overflying aircraft, or the vessel may cause an obstruction along the flight path. As such, prior clearance needs to be sought from CAAS before interests parties carry any ship crossings to the North and South of Changi Airport.

Flight Crew Licence
A flight crew licence is required before you can operate as a pilot of a Singapore-registered aircraft. Various categories of such licences, and their associated ratings, determine the type of aircraft and flights that you can operate in Singapore.

Glare and/or Height Control Requirements for Rooftop Solar PV Installation
Your Qualified Person (QP) has to consult CAAS on glare and/or height control if your building is located within the civil aviation zone.

Permit for Aerial Activities
Some aerial activities can potentially pose a hazard to air navigation, either due to the close proximity between an object in the air and an overflying aircraft, or an object may cause an obstruction along the flight path. As such, prior clearance needs to be sought from CAAS before interested parties carry out such activities.

Permit to fly
A permit to fly may be issued for the purpose of: a.Relocating the aircraft to a base where repairs, modification or maintenance are to be performed. b.Delivering or exporting the aircraft. c.Evacuating the aircraft from an area of impending danger, or in cases of force majeure. d.Flying aircraft that does not have a valid Certificate of Airworthiness in Singapore airspace for such purposes as flight test, post-maintenance functional flight check, aircraft handling flights,etc.

Permits for Carriage of Dangerous Goods
The permit issued by CAAS applies to all civil aircraft flying to, from or over the Republic of Singapore and to Singapore registered aircraft wherever they may be. This permit, if given, is subject to air operators’ compliance with ICAO Annex 18 and the latest edition of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air.

Council for Estate Agencies (CEA)

Estate Agent Licence and Salesperson Registration
To conduct estate agency work such as marketing, buying, selling and/or leasing properties for third parties.

Central Narcotics Bureau (CNB)

Company Registration (CR) (For Business Users)
To apply CNB Permits for import / export / transhipment of CNB controlled precursors, CNB will then issue an import / export permit to effect the shipment.

Permit Administration and Control System(PATROL) (For Business Users)
PATROL is to provide a One-Stop e-Service to allow Traders to perform all transactions pertaining to permit declarations and to align to Government’s direction to move towards Electronic Services.

Cybersecurity Labelling Scheme for IoT (Level 1)
The Cybersecurity Labelling Scheme for IoT is launched by the Cyber Security Agency of Singapore (CSA) as part of efforts to improve Internet of Things (IoT) security, raise overall cyber hygiene levels and better secure Singapore's Cyberspace.

Under the scheme, smart consumer devices will be rated according to their levels of cybersecurity provisions, and a label will be issued to the smart device, enabling consumers to identify smart products with better cybersecurity provisions.

Certificate of Registration Under The Control of Manufacture Act (For Business Users)
Any person that intends to manufacture COMA-scheduled goods or their parts thereof would need to apply to be registered under the COMA.

Licence Under The Manufacture of Optical Discs Act (For Business Users)
Any person that intends to manufacture optical discs as defined under the Manufacture of Optical Discs Act “MODA” in Singapore, for sale or other commercial purpose, must first obtain a valid MODA license from the Registrar of Optical Discs.

Energy Market Authority (EMA)

Electricity Generation (For Business Users)
Required for electricity generation (10 MW or more) and for trading in wholesale electricity market.

Electricity Retailer (For Business Users)
Required for the retail of electricity to contestable customers.

Housing & Development Board (HDB)

Application for Changes (HDB Commercial Properties)
HDB Commercial Tenants may apply for change in trade/partner(s)/business mode, transfer or renting out their properties. HDB Commercial Owners may apply for renting out their living quarters.

Application for Resale/Transfer of HDB Commercial Properties
HDB commercial premises can now lodge / or apply for their resale / transfer depending on the nature of each request.

Change of Company’s Name for HDB Commercial Tenants (For Business Users)
Applicable to HDB commercial tenants who change their company's name and no change in your business constitution including but not limited to:
  1. Unique Entity Number (UEN) i.e. Business Registration Number,
  2. Shareholding (where applicable),
  3. Mode of Business,

Home Office Scheme (HDB)
HDB's Home Office Scheme is applicable for HDB residential flats and living quarters of the HDB commercial property. Only the owner(s) or other authorised persons approved by HDB to stay in the flat or living quarters (i.e. authorised occupier / tenants) are allowed to apply for the Home Office Scheme (HOS).

Aircraft Station Licence
For installing and operating of radio communication equipment on board of Singapore registered aircraft.

Amateur Station Licence
For establishing and setting up of radio communication equipment for the purpose of radio amateur on a General Class basis.

Application for Confirmation of Conformity (COFC) (For Business Users)
Application is for equipment suppliers to apply for Confirmation of Conformity (COFC) for telecommunication equipment under which no approval for sale is required (exempted equipment).

Arts Entertainment Licence
For carrying out any form of public entertainment concerning the arts, viz. plays, musical performances, dance performances, exhibitions, variety shows and pop/ rock concerts. The Arts Entertainment Licence has to be collected from IMDA before the start of the the performance or event.

Computer Online Service Licence (For Business Users)
The ONLS Licence is for a service that propagates, promotes, or discusses political or religious issues relating to Singapore on the World Wide Web through the Internet, and which met the reach and content criteria.

Enhanced Simplified Equipment Registration (ESER) (For Business Users)
Equipment registration under the Enhanced Simplified Equipment Registration (ESER) Scheme is for equipment suppliers who wish to register short range/low power devices (SRD/LPD) and complex multi-line equipment.

Exhibition of Telecommunication Equipment (with Frequency)
For operate radio frequency during an exhibition on a short term basis.

Exhibition of Telecommunication Equipment (without Frequency)
For displaying of telecommunication equipment during an exhibition on a short term basis.

Experimental Station Licence (For Business Users)
For conducting research and development activities, testing, experiments or demonstrations in radio communications/radio communications equipment.

Express Letter Services (Class) Licence (For Business Users)
For providing services such as conveying, receiving, collecting, sending, dispatching or delivering local or international of express letter weighing up to 500 grams.

Facilities-based Operations Licence (For Business Users)
Applicants intending to deploy its own network/services it intends to operate/offer in Singapore will require a Facilities-based Operations (FBO) Licence from Info-communications Media Authority (IMDA).

Film (Distribution/Exhibition) Licence (For Business Users)
For distributing films (including videotapes, VCDs and DVDs but excluding cinematograph films). For exhibiting films (including cinematograph films, videotapes, VCDs and DVDs) that are classified R21, M18 and NC16.

Fixed Wireless Network (For Business Users)
For establishing and providing Fixed Wireless Network (such as use of multiple high power base or fixed station within a cluster).

General Equipment Registration (GER) (For Business Users)
Equipment registration under the General Equipment Registration (GER) Scheme is mandatory for equipment suppliers who wish to register Mobile/IoT Base Station/Repeater System, Landmobile radio/walkie-talkie, TV White Space devices, UWB, DSRC, IoT Base Station, RFID > 500 mW, etc. GER scheme is also optional for equipment categories that falls under SER/ESER scheme where applicant may opt for IMDA to evaluate the test reports instead of self-declaration. Nationwide TV Service Licence (For Business Users)
To apply for Nationwide TV Licence(s)

Newspaper Permit
For publishing or printing a local periodical; selling or distributing a Malaysian periodical; and selling or distributing an offshore newspaper (300 copies or more).

Niche Television Service Licence (For Business Users)
The Niche Television Service Licence is for service providers targeting specific niche market segments.

Printing Press Licence (For Business Users)
For operating a press in Singapore to print documents such as pamphlets, maps, charts, newspapers and magazines but not invoices, name cards, letter heads, etc.

Public Mobile Network (For Business Users)
For establishing and providing telecommunication services to public using multiple high power base or fixed or repeater stations.

Special Purpose Station
For operating and possession of radio communication equipment which does not fall under any licence category.

Subscription International Television Service Licence (For Business Users)
For maintaining and operating an international TV broadcasting service for the purpose of transmitting programmes to other Countries/Regions through the lease of transponder(s) on satellites and / or fibre.

Technical Trial (with use of Frequency)
For establishing and conduct a proof of concept using radio frequency on a short term basis.

Telecommunication Cable Detection Worker Class Licence (For Individual Users)
For providing services of detecting telecommunication cables before conducting any earthwork.

Telecommunication Dealer’s (Class) Licence (For Business Users)

Bus Driver’s Vocational Licence (BDVL) / Bus Attendant Vocational Licence (BAVL)
A Bus Driver’s Vocational Licence (BDVL) is needed before a person can drive a bus and a Bus Attendant’s Vocational Licence (BAVL) is needed before a person can be a bus attendant on a school bus. Vocational licences granted by the LTA ensure that drivers are properly trained. They also bring an improved professional image to the different professions.

Class 2 Bus Service Licence
For the operation of a fare-charging scheduled bus service.

Display of Vertical Banners on Public Street Lamp Posts (For Business Users)
The displaying of vertical banners on the lamp posts within Public Street is only allowed for national events, major festivals (E.g. National Day, Christmas Day, Hari Raya Puasa, Deepavali, Chinese New Year etc.) and events supported or organised by a relevant government agency.

Notification of Road Closure (For Business Users)
Effective from 1 Nov 2010, it is mandatory for the Land Transport Authority (LTA) to be notified of any works on any roads pursuant to Section 115 of the Road Traffic Act.

Omnibus Driver’s Vocational Licence (For Business Users)
Apply for this licence to be an omnibus driver. The licence is valid only while the holder is an omnibus driver with a public transport operator.

Effective from 1 Nov 2010, the administration of vehicles which exceed the width and length requirements is transferred from Traffic Police to Land Transport Authority (LTA). This will be managed by LTA through LTA.PROMPT, together with the notification regime for overweight vehicles.

Application for Insurance Brokers
Insurance brokers are registered under section 35X of the Insurance Act (Cap. 142). Non-CITES Certificate
The Non-CITES Certificate allows commercial re-exporters to get National Parks Board approval for commercial re-export of non-CITES wildlife such as non-CITES ostrich skins and its manufactured products and non-CITES rep.

Phytosanitary Certification
Phytosanitary Certificates (PCs) are issued by the National Parks Board (NParks) of Singapore. They certify that plants and plant products exported from Singapore are free from injurious pests and diseases and meet the import requirements of the importing countries/regions.

Pre-signed CITES Permit
A pre-signed CITES permit is issued for tourist manufactured products made from CITES reptilian/non-reptilian species, like handbags, wallets/purses, belts, key holder/chains etc. A retailer of such products may apply for pre-signed CITES permits.

Pre-signed non-CITES Certificate
The Pre-signed non-CITES Certificate allows exporters and re-exporters to get National Parks Board approval for exporting and re-exporting tourist manufactured products made from non-CITES wildlife such as non-CITES ostrich skins and its manufactured products etc.

Singapore Civil Defence Force (SCDF)

Application for Temporary Fire Permit / Fire Safety Certificate
A building owner may apply and obtain a Temporary Fire Permit (TFP) for a limited period to occupy or use the premises, prior to obtaining the FSC. The TFP is only issued on condition that the fire safety works of the project has been satisfactorily completed with very minor outstanding issues left to be complied with. The timeframe to obtain the FSC after issuance of the TFP will depend on the size, type and complexity of the project. Normally, a maximum of 6 months will be granted.

Fire Certificate (For Business Users)
Under the Fire Safety Act Section 35, the owner or occupier of any public buildings such as offices, hospitals, shopping complexes, industrial buildings and private residential buildings that fall within the criteria is required to apply and obtain a Fire Certificate.

For First Application and Renewal of Fire Certificate shall be made via the new application platform.

Lodgement of Minor Addition / Alteration Works (Minor A&A)
Minor Addition / Alteration to fire safety works refers to the erection or delection of internal partitions (including alteration to fire protection system). The erection of internal partitions should only involve materials of lightweight non-combustible construction and must not affect the fire compartmentation and means of escape provisions, or pose additional fire hazard to the building.

Petroleum & Flammable Material Import Licence (For Business Users)
Any person who wishes to import petroleum or flammable materials is required to obtain an import license from SCDF.

Petroleum & Flammable Material Pipeline Licence
The Fire Safety Act (FSA) regulates the conveyance of Petroleum and Flammable Materials (P&FM) in pipelines. Anyone who intends to convey P&FM in pipeline running outside premises boundaries is required to obtain a licence from SCDF.

Petroleum / Flammable Materials Storage Licence (For Business Users)
The Fire Safety Act (FSA) regulates the storage of petroleum and flammable materials. A licence is required for storage of highly flammable petroleum and flammable materials products with a flash point below 93 degree celsius.

Petroleum / Flammable Materials Transportation Licence
The Fire Safety Act (FSA) regulates the transportation of petroleum and flammable materials. The petroleum and flammable materials transportation licence is to ensure that the transportation is carried out in a safe manner and that proper fire safety measures / procedures are undertaken by the licensee to ensure safety environment.

Plan Approval for Fire Safety Works
Any person who wishes to commence or carry out any proposed fire safety works in any building shall apply in accordance with the Regulations made under the Fire Safety Act to the Fire Safety and Shelter Department (FSSD) for approval of the plans of the fire safety works. Such plans shall be prepared and submitted by Qualified Persons (QPs) who are registered architects or professional engineers.

Liquor Licence - Extension of Operating Hours
An extension hours liquor licence always rides on a valid liquor licence or temporary liquor licence. It cannot be valid by itself, without an accompanying liquor licence or temporary liquor licence. The extension hours period applied for can only be within the validity period of the liquor licence. An applicant may apply for both a new liquor/temporary liquor licence, and extension hours liquor licence at the same time.
